Enrollment Which Positively Impacts Student Learning
The Belgrade School District will maintain compliance with accreditation standards under Title 10, Chapter 55 of the Montana Administrative Rules and ensure compliance with the Individuals with Disabilities Education Act by providing appropriate programming for eligible students in the Least Restrictive Environment. Accordingly, the trustees have determined that enrolling out-of-district students where there are no exceptional circumstances at the request of a parent or guardian that would result in exceeding accreditation limits for classrooms in grades Kindergarten-8 and exceeding 25 students per section in grades 9-12 negatively impacts the quality of education for all students within the district.
Additionally, the enrollment of out-of-district students where there are no exceptional circumstances at the request of a parent or guardian that would result in exceeding the following capacities for district maintained special education programs would negatively impact the district’s ability to serve students in those programs:

To ensure that the district will be able to continue to positively impact student learning for enrolled students, the district will limit the approval of out-of-district student applications where there are no exceptional circumstances when there are less than four (4) available spaces within the grade-level or program to ensure sufficient capacity for additional new resident student or out-of-district student with exceptional circumstances who may seek to enroll.

Develop and maintain consistent resources, procedures, and protocols for educational programming.
Improve effectiveness and organizational communication regarding District-wide educational programming.
Increase the usage of intra-departmental work groups, committees and discussion groups for District-wide educational programming.
Scheduling
Maximize budget resources through strategic scheduling of personnel (e.g. instructional staff, custodial maintenance, bus routing, food service, administrative support, etc.).
Instructional Materials
Update procedures for curriculum and assessment review.
Create comprehensive Professional Development offerings to ensure targeted job-embedded training to support instructional outcomes.
Fiscal Operations and Resource Allocations
Maximize budget resources through staff (FTE) allocations.
Maximize application of federal, state and local monies allocated to needs-based programming and operations.
Facilities & Maintenance
Assess the condition of facilities (Facility Condition Assessment) and use assessment to drive short and long range facility planning.
Develop a long-range plan for routine preventive maintenance and review of facilities.
Communication/Community
District Information to Stakeholders
Communication messages will be short, concise, immediate, and provided through a variety of modes that are matched to the needs of the stakeholder.
Increase stakeholder understanding of school district funding and sources.
Training and Support for Administrators
Provide continuing professional development sessions as part of principal meetings on how to support teachers and staff to communicate positive messages about their school.
Provide building level leadership with public relations fact sheets and other user-friendly communication tools to use as needed when issues arise.

Offer informal meeting opportunities to receive feedback.
Gather information from families regarding the best way to communicate with them and use that for communication planning.

Increase awareness of the District Strategic Plan.
